Lorain County Public Health’s Home Sewage Treatment System (HSTS) Operation & Maintenance (O&M) Program is designed to protect public health and local waterways by ensuring residential septic systems are properly maintained. The program provides oversight of more than 20,000 systems countywide, maintains an inventory of system data, supports homeowner education, responds to nuisance complaints, and tracks ongoing maintenance activity. All homeowners with an HSTS are required to obtain an O&M permit, which funds the administration and continued oversight of the program.
